Sample Request for External Wall Insulation

Thermal insulation is a specifically regulated and eased category of improvement. We explain the required majority with a request letter and a sample resolution.

What Majority Is Needed for Insulation?

Although external wall insulation is a change to common areas, it is separately regulated and eased under the statute. Under Article 42 of the Condominium Law, thermal insulation may be carried out at the request of any owner on a resolution passed by a majority of owners by number and by land share.

In other words, the four-fifths consent required for works such as repainting the façade does not apply to thermal insulation. This distinction is often confused in practice and needlessly blocks the process.

If the façade colour will also change, stating the colour expressly in the resolution and presenting a visual sample reduces objections.

Preparing the Request

  • The building's existing insulation status and any energy performance certificate
  • Quotations from at least three contractors (unit rate per square metre and total)
  • The type and thickness of the material to be used
  • Scaffolding, duration and health and safety measures
  • Whether municipal permission or notification is required
  • An estimate of the fuel savings expected after insulation

The savings estimate is the most persuasive element. Showing in figures how many years the investment takes to pay back markedly increases approval rates at the meeting.

Filling Guide

State the material type and thickness in the resolution. Simply resolving "to carry out insulation" leads to thinner and cheaper material being used.

Specify the façade colour by colour code. Colour is the issue that generates the most argument during the works.

Include the warranty period. Blistering and cracking in insulation systems appear in the early years.

During the Works

Safety risks increase while scaffolding is up; access must be managed and residents informed. Periods during which windows should stay closed must be announced in advance.

On completion, the façade and details should be inspected together and any defects recorded. Withholding part of the payment until acceptance protects the management.

Common Mistakes

  • Requiring a four-fifths majority: a dual majority is sufficient for thermal insulation.
  • Not specifying thickness: thin material will not deliver the expected savings.
  • Deferring the colour decision: disputes arise during application.
  • Deciding on a single quotation: price differences can be very large.
  • No warranty: leaves no recourse if blistering or cracking occurs.

Yes. A resolution passed with the required majority binds all owners, including those voting against, and contribution is compulsory.
