Why Is Permission Required?
Changes that affect the building's exterior appearance, such as a glass balcony, exterior paint or air conditioner unit placement, concern not only the individual unit but the whole building. The Condominium Ownership Law (KMK) requires the board of unit owners' decision (and usually a heavier majority) for works that change the exterior appearance of the main real estate. An unauthorised glass balcony may face a subsequent removal (restoration) request.
The Right Path: Permission First
Submitting a written permission request to management/assembly before installing a glass balcony is both legally correct and correct in terms of neighbourliness. Many buildings take a "uniform glass balcony" decision for aesthetic integrity; conforming to this standard if any while submitting your request eases the process.

Write clearly what the renovation is and emphasise conformity with the exterior façade; this increases the chance of getting permission. Permission is granted by the assembly decision, so ask that your request be placed on the agenda of a meeting. Do not start without permission; unauthorised façade change carries legal risk.
After Permission
