Apartment living inherently contains a certain level of sound; sounds of walking, talking, and daily life are normal. What is legally problematic is noise that renders communal life unbearable, that is continuous or that exceeds a reasonable level. A one-off sound is not, but a repeated and disturbing situation is subject to complaint.
Which Noises Are Problems?
- Loud music and parties late at night
- Continuous and loud renovation (outside appropriate hours)
- Continuously barking animal
- Heavy and repeated impact sounds

Administrative Fines
Noise is not only a neighborly matter but also a topic subject to administrative sanctions. Steps to Follow
In a noise problem, a gradual approach is the most effective:
- 1. Polite warning: Most problems are resolved through courteous communication.
- 2. Notification to management: If it continues, the manager intervenes and gives a written warning.
- 3. Record: Date, time, and event log is kept.
- 4. Official application: If it continues, an application to law enforcement/the municipality can be made.

Renovation Noise
Renovation sound is normal when it is done within certain hours and for a reasonable duration. However, renovation at unsuitable hours (night, early morning, weekend restrictions in some regions) or excessively long renovation may be subject to complaint. - Direct fighting: Mutual shouting escalates the problem; proceed gradually.
- Not keeping records: Complaints without proof remain weak in administrative/legal proceedings.
- Making every sound a problem: One must distinguish normal life sounds from real violations.
