*In buildings with a total construction area of 2,000 m² or more, conversion from central to individual heating requires unanimity. Majority = more than half. If more than half attendance in number and land share is not achieved at the first meeting, the second meeting (no later than 15 days later) is held with those attending.

Frequently asked questions

What is the meeting quorum?
For the first meeting to be held, more than half of the owners must attend both in number and land share. If not achieved, the second meeting is held no later than 15 days later and decisions are made with those attending (except for decisions requiring a special quorum).
How many votes are required to change the management plan?
The vote of 4/5 of all owners is required (Art. 28/3) — 4/5 of all owners, not of those attending the meeting. For example, in 30 units, the affirmative vote of 24 owners is required.
For manager election, does the majority of attendees at the second meeting suffice?
No. In the election of manager/auditor, the majority of all owners in number and land share is required even at the second meeting. If this majority is not achieved, appointment cannot be made.
Does this tool give correct results if land shares are unequal?
The tool calculates by number (number of owners) and assumes equal land shares. The law requires majority in both number AND land share for most decisions; if land shares are unequal, you must separately check the land share total even if you meet the number requirement.
