How is the fuel expense distributed?

In central heating, the total heating expense is split in two: one portion is distributed by units' measured consumption, and the remainder by usage area (m²). These ratios are set by regulation.

FORMULA (for each unit)
Consumption share = (Unit consumption ÷ Σ consumption) × (Expense × 0.70)
Area share = (Unit m² ÷ Σ m²) × (Expense × 0.30)
Unit share = Consumption share + Area share

Basis: the "Regulation on the Distribution of Heating and Sanitary Hot Water Expenses in Central Heating and Sanitary Hot Water Systems" published in the Official Gazette dated 14.04.2008 (Art. 8). In district heating, the ratio is 80% consumption / 20% area.

Why is there 30% by m²?

The entire expense is not distributed by consumption alone; because heating of common areas, boiler/installation losses, and minimum heating expenses concern everyone. This fixed portion (30%) is distributed by usage area — thus units not at home in winter also bear a fair baseline share.

Tip: If a unit's measurement device is faulty, the regulation stipulates that an assignment be made for that unit based on the previous period's consumption. You can produce the same result in this tool by entering an estimated consumption value for that unit.

Frequently asked questions

In what unit is consumption entered?
Enter the value given by the calorimeter/heat meter (kWh, unit, etc.) as is. As long as all units use the same unit, proportioning works correctly; the tool finds the shares by dividing by total consumption.
Does a unit that uses no heating pay?
Yes. Even if consumption is zero, a share proportional to its m² falls from the 30% fixed portion of the expense distributed by area (common heating, system losses, minimum heating). This is required by regulation.
What is the difference between central and regional heating?
In central heating (single building, own boiler), the ratio is 70% consumption / 30% area. In regional heating (distribution from one center to multiple buildings), the ratio is applied as 80% consumption / 20% area.
Is hot water expense also divided with this tool?
No. Sanitary hot water expense is distributed separately based on hot water meter readings and is first separated from the heating expense. This tool focuses on distributing the heating (fuel) expense.
